create privileges for permit to edit a global styles

not everyone should be able to change the "global styles" of an email.

    Agreed this should only be for template creators not standard composer users. Most corporates have brand guidelines which need to be adhered to. By all means you could still have it as read only for standard users if you wanted to show it but don't let them edit or have a note that says they must have template creator right to edit or contact their template admin.
