Having a query language to build complex dynamic rules, such as RPL in Oracle and AMP in salesforce. would mean i could build complex personalisation without having to use the ponderous process of the current dynamic content builder

Yes! Queries with more than one or two rules take forever to be done. Especially if they're needed for different templates/languages/countries (some of our brands have about 20 versions per email with different languages/countries).
