We will likely faciliate this via Exchange using integration with Endpoints. Today, you can create a query, include criteria such as Has been in Program A today, or an Update profile value, and select that query as an Audience source in Exchange to send to an Endpoint. We agree it needs to be an action that can be added into a program as well.
