The Message Scripting feature is currently only generally available in Transact. I believe there is a Beta feature available in Campaign, but still undergoing testing for scalability. Many clients have requested this feature to be available in Campaign, in order to address complex personalisation rules requirements. Specifically, this would address the fact that Dynamic Content doesn't support nested rules, and implementing RT personalisation as an alternative isn't always viable.
