Dynamic content rules in email template should not be automatically interconnected

We just found out by chance, that when you add or remove condition in any DC rule in given email template it is automatically added/removed from all other rules in this email template. I can have rule saying "show this piece of content to only user from Germany". Why do I need to go to all other DC rules and duplicate default text into "users from Germany" rule? It adds up so much work. Worse thing is with deletion. We have lost DC content some time ago. We had emails for 3 languages and one element was the same for all 3 countries. So our publisher removed condition from that DC and left only default rule. We have lost content from all other dynamic rules for this condition without even a warning.
