For the new program layout a user cannot currently tell when adding a new placeholder or action if the connection to the previous step has been made successfully. Perhaps you can create a snap action that when the new step is added and you drag it on to the screen it will snap to the end of the step that you hover it over or at least make the dotted line become solid when successfully added.
