There is currently no way to get WCA to email (or SMS) a stakeholder when there's been a failure, whether it be from sending an Email, sending an SMS, calculating a contact source or any other data job. This is especially important for scheduled tasks.
This should not be a blanket rule (as sometimes scheduled tasks don't actually have any data to process), but something that can be opted into for certain event types, or certain mailings.
