Send Time Optimization based on Best Time of Day, Rather than Best Time over Week
Define deployment time based on best time of day (on a specified day), rather than bast hour over a week. For example if we want to send an email to all users on a Tuesday, but a user has opened previous emails at 2pm on Wednesday, they should be sent the email at 2pm on Tuesday.
