Per IBM case 00785875, when an request to approve notification is sent to an approver, and it is a future mailing, the scheduled time is shown in GMT time by default. It should instead be shown in the same time zone as the user approving. In our case, the approver is in New York time zone and was confused that the notification was showing the scheduled mailing time in GMT time.
