On the "Delivery Options" tab when you are sending a mailing, you have the option to enable Send Time Optimization. However, if it is not enabled on the database you are sending it from, it won't actually work. It would be great if STO is not enabled at the database level, this option is greyed out, and if you hover over it it would say "STO not currently enabled on this database"
