It would be helpful to see how send times effect open rates without using STO. I would propose the ability to send an email and have the platform divide the target audience and report back the open rates. In this case there wouldn't be a "send to remainder" option. But rather just results after the send is completed. This would be very helpful in determining optimal send times for time sensitive emails where STO isn't feasible.
