Given the mind shift by the FS1 organization, we cannot just move to FS1 first and transition from DC/OS (Marathon/Mesos) to Kubernetes (K8s) later.

The decision was made that FS1 only will support "Platform 2.0" technologies and DC/OS is none of them.

The implementation of K8s in FS1 will be IBM Cloud Private (ICP). Therefore, WCH must run on ICP eventually.

This epic will be the container of those stories implementing the Build & Deployment pipeline changes required to build Docker images for both Marathon/Mesos (target platform: SSP) and K8s (target platform: FS1) as we will have to run on both platforms concurrently for some time (bring up, test and migration).
