Search is currently limited in the staging and production environments, due to requiring multiple collections per tenant and Solr cloud memory limitations resulting in issues with much over 1000 tenants per Solr Cloud.

This epic is for any work needed, to enable WCH DCs to handle the rate and total number of tenants that will need to be onboarded as a result of the expected WCA/WCH integration rollout.

There are different approaches how this can be achieved: Either ramp up the hardware for SOLR or make search collections shared among tenant. Pros and cons need to be investigated
