At present (FP5), TMS jobs when you "Add Tasks and Submit" from a configuration change, submit the job with an arbitrary time (5pm often). However, this is not the intent of an administrator and limits controls of changes to the system. Second, once a job is submitted, it can't be edited, only deleted.

On submitting a task or job, we should have the option to "Run Now or Schedule". Second, once a job with set tasks are submitted, we should have the option to change the times: Change date/time for run, or set it to "Run Now".
