Archive - Static Content

Separate canister to store the static content files. The TLI server is not longer available. Something needs to be developed to host the static content so that archived sessions are replayable. Possibly bring back the TLI server.

    At this point the content should be getting recorded during capture. At least CSS. having to manage files this way still is a bit archaic. Other solutions record the CSS, Tealeaf should as well.

    Some solution is needed to make the UIC record the content during capture.
