Ignoring UI elements during replay

* Ignoring UI elements during replay is a rule from TLOP that should also exist in SAAS.
* The UIElementIgnoreID helps clean up replay by hiding UI events for elements that should not be displayed.

    This seems like it could still be a viable feature. It would be good to know how many would use it
