currently you can not use the content scrape feature inside of program mailings like you can in regular mailings or AMGs. We created a "landing page" for the footer of our emails and use content scrape to add that to all mailings so that we only have to update it in one place when something changes (like the wording of legal fine print, or a banner of our current promotion). for program emails we have to manually update each template and then reconfigure each mailing to update that, a HUGE waste of time for a product with "Automation" in the name. Yes, I could put the html into a relational table and bring it in that way, but that is cumbersome and easily prone to errors as I have found.
