When creating a report, in order to scroll, you need to use the keyboard (when it works) or move way to the right, scroll a little, move back to the left to see where you are, go all the way to the right again... etc. Additionally, when you generate a report, sometimes the right to left scroll bar does not show up AT ALL. this means that you can see there is data to the right but you cannot move to it because you have no scroll bar. The arrow keys often work in this instance.
