Next Gen UI - Scroll bars inside of scroll bars can be hard to use Merged

There are several examples of this but the Next Gen UI often has scroll bars inside of scroll bars. This makes it hard to see and navigate the UI.

Example; On Site Search Report

With a Display Resolution 1920 X 1080 Scale of 100% Chrome Zoom 100%

You can only see 8 of the 9 metrics but can NOT scroll down to see the 9th

The scroll bar is basically frozen and does not allow you to scroll down to see that 9th metric. This means that users can not add "sessions" to the report unless they know to search for it.
