When setting up a Summary report in the Classic view, the option for YTD exists as a filter. If I run today, it actually only does a current calendar year, not as expected a year's worth of data. YTD seems to perform exactly as Calendar Year, so one is faulty.

Have you tried the YTD filter within Performance Insights? We are currently working towards sunsetting all classic reports, so enhancements will be limited in this area of the product. Please read more here about the sunsetting process, and the work that is going into Performance Insights.
