When sending push notifications via WCA, there is not a way to understand how a given campaign impacted app engagement or goal completion compared to what would have happened if the push was never sent at all. It would be helpful if the platform could send a ghost push to a random group of would-be push recipients and measure their engagement/goal completion to compare against the audience who receives the push. This would provide a "true" value of sending the campaign.
