Giving some access to users for programs would be useful as they could build their own programs but have a different team able to activate them so that not all users can change programs but can draft and create. Also means they can benefit from program reports but won't be able to change any live ones without permission.

At the moment only someone with access to everything can build, edit, activate, deactivate and look up reports of these features. Would like the ability to allow people to have some access but not all.
