Assume you have an hourly chart, for a date range of the current day or past two days, and you have a dimension on the Y-axis. For example: number of errors, by hour (X-axis), and by URL (Y-axis), such as in a stacked bar chart.

Currently the sorting order of this kind of chart/report legend is:

1. First, whichever dimension values show up for 12 am -1 am, alphabetically

2. Next, it lists any other dimension value (after 1 am), at the bottom of the legend

This is quite confusing: the Tealeaf user intuitively assumes that the legend is either:

a. Alphabetical, or

b. By volume (total volume for the report's date range)

We need to be able to manage the legend sort order, such as in the above mentioned ways (select a or b), and the report should correctly reflect this selection.
