Apart from be generally useful to have different seed list for different campaigns current seed list can be enabled at the query level (as well as database or org level) but not at the contact list level. Contact list are used by some integration processes and creating a query for each contactlist created or not being able to select on a campaign level is limiting. This extra level of control also helps customers who work with Validity Everest bit want to choose which campaigns the seeds are included for.
