Be able to cancel push notifications while they are throttling (like how we can cancel/stop an email mailing while it's throttling). Reason being, if we're drive too much traffic to a specific page on a site and something negative happens to the site, we'd like to stop the push notifications so we don't continue to send traffic to the site.
